Does the filling for Momo Cha have to be cooked?

I'm looking up how to make Momo Cha or meat filled dumplings and none of the sites that are giving out recipes for it are telling me whether I should cook the meat and veggies before I put them into the uncooked dumpling dough or if the meat will cook thoroughly while in the steamer. This one recipe says that the whole dumpling should be cooking for 10-15 minutes but that's as clear as it gets.
