I feel like I care more about him than he does me?

I feel like I care about my boyfriend a lot more than he cares about me. I make such an effort to hang out with him and talk to him and it seems like he doesn't. He always tells me he loves me and that he does try but it really doesn't seem that way. whenever im not with him I feel so lonely and depressed and I just sit around and wait 'till he calls/texts or asks me to hang out. I feel like I'm always the one to make the plans too. Should I talk to him about this.. ? What would I say? please help it's really bothering me. :[
