Why does my puppy keep peeing at the same place!?

I cant get him to stop peeing there! I bring him out every hour! But in between those hours he still pees.. , on hard floor, at the same spot. I mean, he is not even putting in effort to hold it in! I know he can hold it in because I am crate training him. I am not crate training him during the day though. He is okay going in the crate without barking and whining. Should I leave him in the crate in between those hours? He sleeps during those times anyways.. :O I go out for about 20-30 minutes each time.
